The Zvezda Shipbuilding Complex is a strategically important project for the Far Eastern region and the domestic shipbuilding industry, implemented by order of the President and the Government of the Russian Federation by a Consortium consisting of JSC "Rosneftegaz", PJSC "NK "Rosneft", and JSC "Gazprombank". Construction of the complex began in 2009. The official launch of the new shipyard took place on September 1, 2016, in the presence of Russian President Vladimir Vladimirovich Putin.

The largest shipbuilding complex in the country is being created in Bolshoy Kamen Bay, Primorsky Krai.
